The Honorable Elaine Allen Carter was the 13th mayor of the city of Glenarden, Maryland, and the first woman to be elected to that office. Mayor Carter was elected to fill a vacancy in March of 2003, and in June of that year, she was elected to a full two-year term of office.

Carter was profiled for Black History Month in the local newspaper, the Prince George's Gazette. She is an active member of the Union Wesley AME Zion Church in Washington, D.C., and a member the Book Diva's book club.

Carter was educated in the Passaic, New Jersey public school system. She is a graduate infant technician from St. Vincent's hospital in Montclair, New Jersey, and she is a certified housing specialist.

Councilwoman Carter is dedicated to God through her church, Glenarden as councilwoman, and her family as wife to Henry Carter, and a mother and grandmother.
